As a 1990 graduate with a B.S. Ed in Secondary Education (Math) and a minor in Russian and a 1997 M, Ed. graduate in Higher Education (Student Service emphasis), both from the University of Oklahoma, Troy Milligan has worked in higher education for over 25 years.

Starting at OU as a tutor for the Title IV Student Support Services grant and a graduate assistant in Russian, he went on to work at Oklahoma City Community College for two years in the Math Lab.

Troy then began working for Redlands Community College as the founding Basic Skills Specialist in RCC's Student Support Services TRIO grant, Project AIMS. After seven years with AIMS, Troy began work as the Computer Center Coordinator before transitioning to Director of Administrative Technology, where he oversaw the support, security, and maintenance of the enterprise mainframe computer system running the POISE/Jenzabar PX software. Troy stepped in to fill in a vacancy and became the Director of the Institutional Research and Administrative Technology departments, supervising personnel in the network/server, admin tech, and IR departments. During his eighteenth year at Redlands, Troy has shifted duties to focus only on academic and grant research with special emphases on data organization, integrity and security.

In 2007, Troy was elected to a three-year term on the national Board of Directors for the POISE Users Group, Inc., where he recently as President for 2008-2009; he was re-elected to the Board in 2010. Troy has become somewhat of a reluctant guru of FERPA in Oklahoma and the surrounding area, presenting at numerous state conferences, the Southern Association of College and University Business Officers (SACUBO) June 2009 Drive-In Conference, and the South Central POISE Users Group (SCPUG) 2009 and 2010 regional conferences. Troy was also selected to be the FERPA special interest group leader for the Oklahoma State Office of Finance and Office of Homeland Security's committee for the statewide risk assessment survey mandated by the Oklahoma legislature.
