SARA is an agreement among member states, districts, and territories that establishes
comparable national standards for interstate offerings of postsecondary distance education
courses and programs. It is intended to make it easier for students to take online
courses offered by post-secondary institutions based in another state. SARA is overseen
by a National Council and administered by four regional education compacts.
States belong to SARA, not institutions or students. The college “operates underneath”
or “participates in” SARA. Each individual institution within a state will determine
if they want to participate in SARA or not. Colleges or universities in a SARA state
only need their home state authorization to offer distance education to any other
SARA member state.
There are several states that do not belong to SARA. If you reside in one of these
states, then you will not be able to enroll for online classes through Redlands.
These states are:
- California
- Northern Mariana Islands

State authorization of online degrees is a dynamic environment. Before making final
educational decisions check the SARA or your state of residence to ensure an up-to-date
status on a state’s authorization. Students are responsible for understanding each
state’s authorization, which includes current circumstances and special requirements
in a student’s state of residence.
We make every effort to resolve student complaints fairly and equitably. Students
located in SARA states must follow our complaint process prior to submitting a complaint
to Oklahoma State Regents for Higher Education (OSRHE) SARA Portal Entity If a complaint deals with students located in SARA states and the College is not
able to resolve the complaint, then we agree to work with its Home State’s SARA Portal
Entity to resolve any complaints arising from students in SARA states, and to abide
by the decision of that entity regarding resolution of such complaints. (Please note
that grade appeals and student conduct appeals are not permitted under SARA, these
would be institutional complaints that have formal process. Please refer to the College
Catalog and the Student Handbook for both appeal processes.)
OSRHE SARA Student Complaint Appeal NC-Sara Complaint Process
This policy is in accordance with federal code amendment 34 CFR--PART §600.9(c)(2)(ii) effective as of July 1, 2020 and the National Council for State Authorization Reciprocity
Agreement (NC-SARA) rules listed in the NC-SARA Manual.
The location of each student is determined by the information provided at the time
of enrollment into the academic program. It is the student’s responsibility to inform
the college if their location has changed during their enrollment. All students participating
in activities outside of Oklahoma must notify the college of their change of location.
If students change their location for other reasons not related to participating in
academic activities, they, also, must notify the college of their change of location.
This policy applies to students in all modalities including but not limited to students
who are enrolled in the following:
- online courses including online summer school
- out-of-state learning placements including but not limited to clinical rotations,
internships, community services, fellowships, undergraduate research, or student teaching
- enrollment in Redlands Community College online courses while out of the state of
Oklahoma

- National Council for State Authorization Reciprocity Agreement: SARA is an agreement among member states, districts and territories that establishes
comparable national standards for interstate offer of postsecondary distance education.
When states join SARA, they agree to follow uniform processes for approving their
eligible institutions' participation. They also agree to deal with other states'
SARA institutions in a common way when those institutions carry out activities in
SARA states other than their own.
SARA's policies help protect students and provide benefits to both states and institutions
carrying out distance education in multiple states. As of July 2025, 49 states, the
District of Columbia, Puerto Rico and the U.S. Virgin Islands are members of SARA. As
of 2024, more than 2,400 institutions in 49 member states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands
participate in SARA.
- Residence: The state in which the student has legal residence.
- Location: The state in which the student is located while engaged in Redlands Community College
educational activities.
- Time of Enrollment: The student's initial enrollment into any Redlands Community College program and
not the time of the student's initial application to the institution.
